The word "fill" from Ephesians 4:10 is "Plero" in the Greek, which means to fill up, to make full, all, each, and collectively. "Christ filling up all things" is not that He will overshadow the earth with clouds, but that He will fill the believers with His fullness, such that we become fruitful, multiply and attain our FULL potential. He supplies us with ALL that He is and all that He has through the Word of God, yet He doesn't determine what we receive from Him. He gives Himself liberally to all and from the abundance that we acknowledge, we give to others and become sowers.

Christ is limited in His assignment to fill all when we are fruitless. He DESCENDED to the inner corners of the earth to make captivity captive; to remove every single obstacle that could make us powerless or fruitless. He fills all by filling us full to the overflow. He ASCENDED with us, to be above everything, to be complete  in Him and to continue His priestly ministry at the right hand of the Father.
